US Connecticut Proposes New Regulation to Restrict Toxic Flame Retardants in Jewelry and Other Products for Children

Hong Kong, China, -- /EPR NETWORK/ -- New Standard for Cadmium Restriction

In June 2010, the US state of Connecticut implemented measures to regulate cadmium in jewelry for children up to the age of 12. The new law restricts cadmium content to no more than 0.0075% (75 ppm) and will take effect on 1 July 2014.

In November 2011, ASTM International announced the release of the new standard method, ASTM F2923-11 ‘Standard Specification for Consumer Product Safety for Children’s Jewelry’ (http://newsletter.sgs.com/eNewsletterPro/uploadedimages/000006/sgs-safeguards-20311-astm-publishes-standard-method-for-childrens-jewellery-en-11-v2.pdf). Proposed Requirements for Cadmium in Children’s Products and Jewelry

In February 2014, Connecticut introduced 2 proposals to regulate:

1. The flame retardants tris-(1,3-dichloro-2-propyl) phosphate (TDCPP or TDCP), tris-(2-chloroethyl) phosphate (TCEP) and tris-(1-chloro-2-propyl) phosphate (TCPP) in products for children up to the age of 3

2. Cadmium in children’s jewelry under ASTM F2923-11 if cadmium content was more than 0.0075% (75 ppm). This is an expansion of the already regulated cadmium content in children’s jewelry.
