The paper discusses the Internet system of domains and how that works rather like
personalized number plates and how the use of a domain gives an email address that
belongs to the user rather than to the ISP.
It also points out that not only can the address be made independent of the ISP but
the hosting of the address can also be ISP independent by placing it with an Email
hosting company. Combining the use of an own domain and the services of an Email
hosting company gives Provider Independent Email (PIE).
After all if users switch ISP and then find the service is not up to their
expectations they will want to change ISP again or even change back to their
original ISP BUT they wont want to have to change email address all over again.
