Press Release Summary: Quest CE's new course titled "Introduction to Suitability and
the Annuity Transaction Model Regulation" was authored by Quest and is available to

a new program specifically designed to meet the National Association of Insurance
Commissioners' (NAIC) Suitability in Annuity Transaction Model Regulation training
requirements.

The NAIC's regulation requires that life insurance organizations that delegate the
supervision of suitability to third-party distributors get annual certifications
from those distributors. To date, 30 state insurance departments have adopted the
NAIC regulation.

Quest CE's new course titled "Introduction to Suitability and the Annuity
Transaction Model Regulation" was authored by Quest and is available to companies to
assist them in meeting this requirement. Additionally, the course has been filed
for insurance continuing education (CE) credit in all states and has received
approval in the majority so agents taking the course to meet the requirement may
also receive CE credit as well.

The new program which is being launched on November 1, 2007 will consist of an
online training module, printable certificate upon successful course completion,
online tracking, email reminders to agents not yet compliant with this rule, and
direct reporting to the insurance organization.

According to Alan Krenke, President and CEO of Quest CE, this new service offers
regulators and compliance staff with a cost effective method to ensure that agents
are compliant in meeting this standard. Krenke goes on to say that Quest is happy
and pleased to offer this timely solution for organizations.

Quest has also established a pricing model that appeals to every size organization
from companies with less than 100 agents to organizations with thousands of agents.


Krenke states "we have looked at pricing models from other organizations offering a
similar service and positioned ourselves to be the most cost effective solution in
the industry."

Additionally, with Quest's industry-designed online Suitability in Annuity
Transaction Model Regulation Training Program, producers complete the training and
when requested, documentation is sent to carriers they represent. This approach
frees producers from repeating basic training for multiple carriers.
