Currently, Mr. McMillen serves as Chairman of Global Defense Corporation, a homeland security company, and as Chairman and CEO of Washington Capital Advisors, LLC, a merchant bank specializing in middle market government contractors.

Mr. McMillen served three terms in the U.S. House of Representatives from the Fourth Congressional District of Maryland from 1987 through 1993 and served on the Energy and Commerce Committee and the Science and Technology Committee. Among his several appointments, he served as Co-Chairman of the Congressional Biotechnology Caucus.

As an accomplished athlete, Mr. McMillen was a member of the 1972 Olympic Team and was the first choice draft pick of the National Basketball Association's Buffalo Braves. Mr. McMillen is a Rhodes Scholar and received a Master of Arts in politics, philosophy and economics from Oxford University in 1978. Mr. McMillen is also the
co-author of "Out of Bounds" a book on sports and ethics in America.
